The Path to Maharatna
The upgrade to Maharatna was recommended by two high-level committees: an Inter-Ministerial Committee (IMC) led by the Finance Minister and an Apex Committee headed by the Cabinet Secretary. HAL operates under the Department of Defense Production (DoDP) and has shown remarkable financial growth, with an annual turnover of ₹28,162 crore and a net profit of ₹7,595 crore in the fiscal year 2023-24.
HAL is now the 14th company to achieve this prestigious status, joining an elite group of organizations that enjoy enhanced autonomy and financial strength. The Maharatna status will allow HAL to make more independent decisions and potentially expand its operations without bureaucratic delays.

Before HAL, the most recent addition to the Maharatna status was Oil India, which received the designation in August 2023. The current roster of Maharatna companies includes:

Criteria for Maharatna Status
To qualify for Maharatna status, a public sector enterprise must meet stringent financial criteria. This includes maintaining an average annual turnover of over ₹25,000 crore, an average net worth of over ₹15,000 crore, and an average net profit exceeding ₹5,000 crore over three consecutive years. Furthermore, these companies must operate without government support or guarantees.
